Directing Expenditure of Fiscal Year 2023 TANF Funds by the Ohio Department of Job and Family Services
WHEREAS, the Temporary Assistance for Needy Families (“TANF”) program is a State program of family assistance, which is provided with State and federal funds, authorized under Title IV-A of the Social Security Act; and
WHEREAS, the first purpose of the TANF program is to “provide assistance to needy families so that children may be cared for in their own homes or in the homes of relatives”; and
WHEREAS, the second purpose of the TANF program is to “end the dependencies of needy parents on government benefits by promoting job preparation, work, and marriage”; and
WHEREAS, the third purpose of the TANF program is to “prevent and reduce the incidence of out-of-wedlock pregnancies and establish annual numerical goals for preventing and reducing the incidence of these pregnancies”; and
WHEREAS, the fourth purpose of the TANF program is to “encourage the formation and maintenance of two-parent families”; and
WHEREAS, the Governor’s Office of Faith-Based and Community Initiatives (“GOFBCI”) works to reduce poverty in Ohio by serving as a catalyst for effective public-private partnerships aimed at reducing poverty.
NOW THEREFORE, I, Mike DeWine, Governor of the State of Ohio, by virtue of the authority vested in me by the Constitution, the laws of this State and in accordance with Sections 5101.80 and 5101.801 of the Ohio Revised Code do hereby order and direct that:
- The Fiscal Year (“FY”) 2022-23 Budget (H.B. 110, 134th General Assembly, section 307.80) authorizes GOFBCI to expend up to Thirteen Million Five Hundred Thirty-Five Thousand Dollars ($13,535,000) in each fiscal year on TANF-allowable expenses.
- The FY 2023 Budget shall be allocated in the following manner:
a. Up to Two Hundred Thousand Dollars ($200,000) will be used to assist the GroundWork Group to provide basic needs to individuals and families statewide.
b. Up to Fifty Thousand Dollars ($50,000) will be used to assist Freedom a la Cart to provide employment coaching, work development, and wraparound support services to survivors of sex trafficking statewide.
c. Up to One Hundred Thousand Dollars ($100,000) will be used to assist REACH for Tomorrow to address the needs of children in Adams, Clinton, Greene, Highland, Fayette, Pickaway, Pike, and Ross Counties who have been impacted by a parent’s addiction by providing support services.
d. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Relationships Under Construction to support students in Allen, Athens, Crawford, Marion, Morrow, and Richland Counties by providing summer camps for vulnerable youth.
e. Up to Twenty Thousand Dollars ($20,000) will be used to assist Nelsonville Food Cupboard, Inc.to provide food security services to disadvantaged individuals.
f. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Hocking Athens Perry Community Action to provide food security for pregnant and postpartum women who need healthy food and other supportive resources in Athens, Gallia, Hocking, Jackson, Lawrence, Meigs, Morgan, Perry, Vinton, and Washington Counties.
g. Up to Fifty Thousand Dollars ($50,000) will be used to assist Brigid's Path, Inc. to provide newborn recovery services as well as education, support, and resources to their families in Auglaize, Butler, Champaign, Clark, Clermont, Clinton, Darke, Fayette, Greene, Hamilton, Highland, Logan, Madison, Mercer, Miami, Montgomery, Preble, Shelby, Union, and Warren Counties.
h. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Akron-Canton Regional Foodbank to support at-risk students grades K-12 in Carroll, Holmes, Medina, Portage, Stark, Summit, Tuscarawas, and Wayne Counties by fighting childhood hunger through backpack programs, after-school snack programs, and school pantries.
i. Up to Fifty Thousand Dollars ($50,000) will be used to assist Opportunities for Individual Change (OIC of Clark County, Inc.) to provide support to individuals, ages 16-20, in Clark County by providing personal and workforce development programs.
j. Up to Fifty Thousand Dollars ($50,000) will be used to assist The Brightside Project to provide support services for families in Columbiana County by providing mentoring and pregnancy prevention services.
k. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Adoption Network Cleveland to provide parent education, resources, and family resiliency programs in Cuyahoga County.
l. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Catholic Charities Corporation, Diocese of Cleveland Job and Career Training Services to assist individuals who face barriers to employment by implementing job readiness workshops and other supportive services in Cuyahoga County.
m. Up to Fifty Thousand Dollars ($50,000) will be used to assist Cleveland Center for Art and Technology dba NewBridge Cleveland to provide adult workforce training programs for individuals in Cuyahoga County.
n. Up to Fifty Thousand Dollars ($50,000) will be used to assist Community of Faith Assembly to provide holistic services and resources for families in Cuyahoga County.
o. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist C.O.O.R Mentoring Program to support adolescent girls in Cuyahoga County by providing personal development programming and mentorship.
p. Up to Fifty Thousand Dollars ($50,000) will be used to assist David's Challenge Young Achievers Ohio to support at-risk youth in Cuyahoga County by providing academic enrichment programming, mentoring activities, and basic support services.
q. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Everlasting Covenant Ministries to prevent recidivism in Cuyahoga County by providing temporary housing, recovery services, workforce development training, and support services.
r. Up to Fifty Thousand Dollars ($50,000) will be used to assist Providence House, Inc. to aid in the prevention of child abuse and neglect and the preservation of families in Cuyahoga County.
s. Up to Fifty Thousand Dollars ($50,000) will be used to assist Scranton Road Ministries Community Development Corporation to provide workforce development services for under-resourced young adults, ages 15-18, in Cuyahoga County.
t. Up to Two Hundred Thousand Dollars ($200,000) will be used to assist The Salvation Army to provide reentry and recovery services to individuals in Cuyahoga County.
u. Up to Fifty Thousand Dollars ($50,000) will be used to assist Trinity Outreach Ministries Another Chance Ohio to provide after-school, weekend, and summer prevention activities in Cuyahoga County.
v. Up to Fifty Thousand Dollars ($50,000) will be used to assist West Side Catholic Center to help homeless families secure and maintain housing in Cuyahoga County.
w. Up to Fifty Thousand Dollars ($50,000) will be used to assist YMCA of Greater Cleveland to provide workforce development programming for homeless people in Cuyahoga County.
x. Up to Fifty Thousand Dollars ($50,000) will be used to assist Lutheran Metropolitan Ministry to provide workforce development services and a hands-on work experience for individuals in Cuyahoga and Lorain Counties.
y. Up to Fifty Thousand Dollars ($50,000) will be used to assist Safe Families for Children Alliance to preserve families in Cuyahoga, Lorain, Geauga, Ashtabula, Medina, Summit, Stark, Hamilton, Butler, Warren, Montgomery, Miami, and Greene Counties by hosting children when families are in a crisis.
z. Up to Fifty Thousand Dollars ($50,000) will be used to assist Seeds of Literacy to provide virtual recovery support for adults with little to no reading ability statewide.
aa. Up to Two Hundred Thousand Dollars ($200,000) will be used to assist Birthing Beautiful Communities to support high-risk mothers in Cuyahoga and Summit Counties by providing education and promoting healthy lifestyles to prevent infant mortality.
bb. Up to Two Hundred Thousand Dollars ($200,000) will be used to assist LifeTown of Columbus to provide resiliency and mental health services for at‐risk, low‐income children in Delaware, Fairfield, Franklin, Hocking, Jackson, Licking, Madison, Marion, Morrow, and Union Counties.
cc. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Central Community House to provide support and resources for families in Franklin County.
dd. Up to Fifty Thousand Dollars ($50,000) will be used to assist Columbus Diaper Bank to provide diapers to mothers and families who are struggling financially in Franklin County.
ee. Up to Fifty Thousand Dollars ($50,000) will be used to assist Kingdom Image Arts to provide mentoring and education programs to youth with disabilities and their families in Franklin County.
ff. Up to Fifty Thousand Dollars ($50,000) will be used to assist Lower Lights Ministries to help families with housing in Franklin County by providing financial and employment support, marriage and parenting skills education, and addiction recovery services.
gg. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Muslim Family Services to help youth in Franklin County by providing workforce development programming and support services.
hh. Up to Fifty Thousand Dollars ($50,000) will be used to assist MY Project USA to provide mentoring and recovery supports for women and children in Franklin County.
ii. Up to One Hundred Thousand Dollars ($100,000) will be used to assist the Ohio Hispanic Coalition to help underserved individuals in Franklin County by providing workforce development programming.
jj. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Our Helpers to provide workforce development services in Franklin County.
kk. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Pyramid Community Development Corporation to provide students with workforce development services in Franklin County.
ll. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Schealthness Freedom School to provide reading programming and enrichment services in Franklin County.
mm. Up to Fifty Thousand Dollars ($50,000) will be used to assist UNIK Foundation to provide reentry services for both incarcerated and restored citizens in Franklin County.
nn. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Urban Family Development Center to support Franklin County families by providing services to increase father involvement and family stability.
oo. Up to Two Hundred Thousand Dollars ($200,000) will be used to assist Urban Minority Alcoholism and Drug Abuse Outreach to provide drug education and prevention services for youth in Franklin County.
pp. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Vincentian Ohio Action Network to provide reentry services for women in Franklin County.
qq. Up to Fifty Thousand Dollars ($50,000) will be used to assist We Amplify Voices to provide after-school programs for 8th graders in Franklin County.
rr. Up to One Hundred Twenty-Five Thousand Dollars ($125,000) will be used to assist Women2Women to provide supportive services to women in Franklin County who are victims of domestic violence, victims of human trafficking, experiencing homelessness, or may have behavioral health needs.
ss. Up to Fifty Thousand Dollars ($50,000) will be used to assist Young People in Action International to provide workforce development and personal development services in Franklin County.
tt. Up to Fifty Thousand Dollars ($50,000) will be used to assist Columbus Dream Center to provide after-school programming and food assistance to students and their families in Franklin and Delaware Counties.
uu. Up to Fifty Thousand Dollars ($50,000) will be used to assist The Center for Healthy Families to provide families in Franklin, Delaware, Fairfield, and Pickaway Counties with need-based supportive services.
vv. Up to One Hundred Thousand Dollars ($100,000) will be used to assist The Refuge Ministries to provide residential addiction recovery services in Franklin, Delaware, Licking, Madison, Pickaway, and Fairfield Counties.
ww. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Big Brothers Big Sisters of Central Ohio, Inc. to provide mentoring services for youth in Franklin, Delaware, Morrow, Union, Clark, and Madison Counties.
xx. Up to Two Hundred Thousand Dollars ($200,000) will be used to assist The Father’s House Inc. to provide food security, mentoring, and pregnancy prevention services in Franklin, Fairfield, and Licking Counties.
yy. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist F. F. Veterans Holistic Services to provide food security and support services to veterans and individuals with disabilities in Franklin, Fairfield, Licking, Trumbull, and Mahoning Counties.
zz. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Ohio Youth Development to support students in grades K-12 in Franklin County by providing after-school and summer enrichment programming.
aaa. Up to Two Hundred Thousand Dollars ($200,000) will be used to assist ETSS, Ethiopian Tewahedo Social Services to provide support to families in Franklin, Licking, Madison, and Pickaway Counties by helping reduce barriers and challenges.
bbb. Up to Fifty Thousand Dollars ($50,000) will be used to assist WOMENSAFE to provide emergency shelter and support services to survivors of domestic violence in Geauga, Cuyahoga, Lake, Portage, and Ashtabula Counties.
ccc. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Her Story, Inc. to provide recovery support and housing services to women in Greene, Clark, Madison, Montgomery, Franklin, Warren, and Hamilton Counties.
ddd. Up to Fifty Thousand Dollars ($50,000) will be used to assist Jewish Family Service of the Cincinnati Area to provide families with access to basic childcare items in Hamilton County.
eee. Up to Fifty Thousand Dollars ($50,000) will be used to assist St. Vincent de Paul – Cincinnati in its efforts to support homelessness prevention in Hamilton County by providing rent and utility assistance to families.
fff. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist The Children’s Protective Service of the Ohio Humane Society dba FamiliesFORWARD to provide in-school and after-school programming for disadvantaged youth 18 years of age or younger in Hamilton County.
ggg. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Urban League of Greater Southwestern Ohio to provide workforce development training and support services for individuals that have been engaged with the criminal justice system in Hamilton County.
hhh. Up to Fifty Thousand Dollars ($50,000) will be used to assist Rosemary’s Babies Company to provide pregnancy services to at-risk mothers, ages 13-19, in Hamilton, Butler, Warren, and Clermont Counties.
iii. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Freestore Foodbank to provide workforce development opportunities in Hamilton, Clermont, Brown, Clinton, Highland, Scioto, and Pike Counties.
jjj. Up to One Hundred Thousand Dollars ($100,000) will be used to assist The Children’s Home dba Best Point Education and Behavioral Health to support vulnerable families in Hamilton, Clermont, and Butler Counties by providing comprehensive education, behavioral, and health services.
kkk. Up to Fifty Thousand Dollars ($50,000) will be used to assist YMCA of Greater Cincinnati to provide pregnancy services to adolescent mothers in Hamilton, Clermont, and Highland Counties.
lll. Up to Fifty Thousand Dollars ($50,000) will be used to assist Lawrence Funderburke Youth Organization (LFYO) to provide personal development skills to individuals in Hocking, Athens, Ross, and Franklin Counties.
mmm. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Catholic Charities Diocese of Toledo to provide housing-related needs to families in Huron County.
nnn. Up to Fifty Thousand Dollars ($50,000) will be used to assist Urban Mission Ministries, Inc.to provide academic enrichment for youth in Jefferson, Belmont, Harrison, and Carroll Counties.

Up to Fifty Thousand Dollars ($50,000) will be used to help Ohio Valley Youth Network to provide after-school programming for students in grades 5-8 to support school completion, dropout prevention, academic and employment skills, and pregnancy prevention in Jefferson, Harrison, and Carroll Counties.
ppp. Up to Twenty-Five Thousand Dollars ($25,000) will be used to help Harvest for the Hungry Food Pantry to provide food assistance for families in Lawrence County.

hhhh. Up to Fifty Thousand Dollars ($50,000) will be used to assist Goodwill Easter Seals Miami Valley Board to provide early childhood mental health screenings in Montgomery, Miami, and Clark Counties.
iiii. Up to Fifty Thousand Dollars ($50,000) will be used to assist ForeverDads to reduce recidivism in Muskingum, Perry, and Morgan Counties by providing transitional housing, food assistance, workforce, and personal development skills.
jjjj. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Community Action Organization of Scioto County, Inc. to increase employment by providing professional development assistance in Scioto County.
kkkk. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Access Health Stark County Inc. to provide workforce development training and resources for families in Stark County.
llll. Up to Fifty Thousand Dollars ($50,000) will be used to assist Early Childhood Resource Center to provide kindergarten readiness and parent education services in Stark and Summit Counties.
mmmm. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist South Akron Youth Mentorship to promote positive decision-making skills that impact character by providing mentoring services and character lessons in Summit County.
nnnn. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Williams Challenge to provide fatherhood training, mentoring, and support services for fathers in Summit County.
oooo. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Big Brothers Big Sisters of East Central Ohio to provide high-quality, impactful, one-to-one mentoring relationships to youth, ages 7-13, in Tuscarawas and Carroll Counties.
pppp. Up to One Hundred Thousand Dollars ($100,000) will be used to assist MAMA dba The Hope Center to help families in Union County by providing food security, after-school programming, furniture, clothing items, and legal services.
qqqq. Up to Fifty Thousand Dollars ($50,000) will be used to assist Orrville Area Boys & Girls Club to provide before- and after-school services for students in Wayne County.
3.The remaining monies for FY 2023 Budget for GOFBCI shall be used to provide support to programs or organizations that promote the mission of GOFBCI and further one of the four purposes of the TANF program set forth above.
4. The State, county, and private agencies receiving funds as a result of this Executive Order shall comply with all TANF requirements, including reporting requirements, and timelines as specified in State and federal statutes, federal regulations, State rules, interagency agreements, grant agreements, and any relevant directives from the Ohio Department of Job and Family Services.
